Data Specialist (Data Analysis)
Organizational Context
This Data Specialist position is within the Office of the United Nations High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland. The role is part of the Innovation & Analytics Hub (IAH), which leads the office's digital transformation strategy and supports data analytics, human rights statistics, early warning systems, and innovative technology. The incumbent reports to the Coordinator of the Human Rights Statistics Unit.
Job Purpose
The Data Specialist (Data Analysis) is responsible for developing and implementing robust databases, data collection systems, and analytical strategies to enhance statistical efficiency and quality within OHCHR. This role involves identifying, analyzing, and interpreting trends and patterns from structured and unstructured data sources using statistical methods. The specialist will create reports and dashboards to communicate findings to management, define data analysis process improvements, and establish documentation standards. Additionally, the position requires fostering collaboration with other organizational units to address data needs and staying current with data analytics best practices and technologies. The role also includes delivering training and workshops on data analytics to various audiences.
Responsibilities
Develop and implement databases, data collection systems, and analytics strategies to optimize statistical efficiency and quality. Identify, analyze, and interpret trends and patterns using statistical methods on structured and unstructured data. Develop and implement analysis, reporting, and quality control capabilities, identifying appropriate data sources and process improvement opportunities. Create reports, dashboards, and tools to effectively summarize findings for management. Document requirements, background information, and methodologies, establishing documentation standards for staff. Collaborate with other organizational units to define and fulfill data needs. Stay updated on emerging trends and best practices in data analytics, technologies, and tools, advising management accordingly. Deliver tailored training and workshops on data analytics to diverse audiences.
Work Experience
A minimum of five years of progressive experience in Data Analysis, Data Engineering, or Data Science is required. Essential experience includes foundational data manipulation and analysis concepts, the data life cycle (collection, wrangling, analysis, visualization, deployment, monitoring, reporting), and database management for ETL processes. Desirable experience includes developing technical training programs, proficiency in SQL and programming languages (Python, R), communicating technical information, data quality assurance, and collaborative work.
