Organizational Context

The United Nations Joint Staff Pension Fund (UNJSPF) provides retirement, death, and disability benefits to over 90,000 beneficiaries across 190 countries. The Pension Administration (UNJSPF-PA) comprises 282 staff across four duty stations. This temporary role is within the Sourcing Coordination Unit in New York, reporting to the Chief of the Unit.

Job Purpose

The Contracts Management Officer will support the effective delivery of UNJSPF's organizational objectives through sound contract management, acquisition planning, and sourcing coordination. This role involves managing and administering contracts within a designated portfolio, monitoring performance, ensuring compliance, and overseeing the delivery of contractual outputs. The officer will also contribute to procurement documentation, provide guidance to stakeholders throughout the acquisition lifecycle, and assist in resolving related issues. Furthermore, the position supports the implementation of the UNJSPF acquisition plan, analyzes demand and budget forecasts, and helps develop and review standard operating procedures for procurement and contract management. Coordination with internal and external parties, performance monitoring, reporting, and preparing analytical products are key functions to aid planning and decision-making.

Responsibilities

Manage and administer assigned contracts, monitoring implementation, contractor performance, compliance, and output delivery. Prepare and review procurement and contract management documents, including statements of work, terms of reference, and technical specifications. Provide guidance and support to business units and stakeholders throughout the procurement and contract management lifecycle, resolving acquisition-related issues. Support the UNJSPF acquisition plan, considering sourcing strategies, procurement methods, market conditions, and operational needs. Analyze demand plans, budget forecasts, and consumption trends to improve acquisition planning and resource utilization. Assist in developing, implementing, and reviewing standard operating procedures, internal controls, and guidelines for acquisition planning, procurement, and contract management. Coordinate with internal and external stakeholders on procurement activities, contract administration, and supply availability. Monitor portfolio performance indicators, review cost estimates, prepare reports, address audit recommendations, and maintain procurement records. Prepare analytical reports and presentations to support planning and decision-making. Provide guidance to junior staff and promote knowledge sharing.

Work Experience

A minimum of five years of progressive experience in supply chain management, logistics, acquisition planning, or procurement is required. Experience with ERP systems in relevant areas, in an international environment, and in data analytics is desirable.
