Consultancy on International Migration, Economic Transformation and Policy Frameworks in the Arab Region
Organizational Context
The Economic and Social Commission for Western Asia (ESCWA), part of the UN Secretariat, is seeking a consultant to analyze international migration's role in economic transformation and policy frameworks within the Arab region. This remote consultancy, based in Beirut, is for a duration of 4 months.
Job Purpose
The primary purpose of this consultancy is to produce a comprehensive analytical paper on International Migration, Economic Transformation, and Policy Frameworks in the Arab Region. The paper will assess the multifaceted impacts of international migration on labor markets, incomes, productivity, and economic diversification. It will also examine evolving migration trends driven by factors like climate change and conflict, and identify policy priorities to harness human mobility for sustainable economic transformation, resilience, and shared prosperity across the region. The consultant will develop a conceptual framework, conduct empirical analysis, and propose policy recommendations.
Responsibilities
The consultant will develop a conceptual and methodological framework to analyze the channels through which international migration influences origin and destination economies, focusing on labor markets, incomes, productivity, skills, and knowledge transfer. This includes examining datasets to identify trends in worker movement, remittances, and investments, and assessing their implications for economic diversification. The consultant will also analyze how global challenges like climate change and conflict reshape migration patterns and their impact on economic transformation and resilience. Finally, the consultant will develop a policy framework to facilitate the movement and circulation of people and skills, including talent mobility and recognition of qualifications, and prepare a final analytical paper incorporating findings and recommendations.
Work Experience
A minimum of 15 years of professional experience in research on regional development, with a specific focus on migration issues, is required. Experience publishing on international migration in peer-reviewed journals or with reputable international agencies is also necessary. Experience with high-level initiatives and quantitative analysis is desirable.
