Consultant - Development of the National Strategy for the Economic Empowerment of Persons with Disabilities in Jordan
Organizational Context
The Economic and Social Commission for Western Asia (ESCWA) is seeking a consultant to develop the National Strategy for the Economic Empowerment of Persons with Disabilities in Jordan. This role supports Jordan's commitment to disability inclusion and economic development, addressing persistent barriers faced by persons with disabilities in the labor market.
Job Purpose
The purpose of this consultancy is to develop a comprehensive National Strategy for the Economic Empowerment of Persons with Disabilities in Jordan. This involves designing a strategic framework aligned with international conventions and national laws, synthesizing evidence from situational analyses, and integrating ESCWA's methodologies. The role will formulate strategic priorities, develop a multi-year operational action plan with clear implementation architecture, and establish a robust monitoring and evaluation framework. A key aspect is leading stakeholder consultations to ensure the strategy reflects the needs of persons with disabilities and relevant national stakeholders, culminating in a final, approved strategy document.
Responsibilities
The consultant will be responsible for designing the overall strategic framework, including vision, mission, and thematic pillars, ensuring alignment with the UN Convention on the Rights of Persons with Disabilities (CRPD) and Jordan's disability law. This includes formulating strategic priorities and cross-sectoral objectives for employment, entrepreneurship, social protection, education, and skills development. The consultant will synthesize empirical findings and ESCWA's methodologies to ensure evidence-based strategies that address legal, institutional, economic, and social barriers. Developing a multi-year Operational Action Plan with specific activities, lead entities, and resource allocation is crucial. Additionally, the consultant will establish a Monitoring, Evaluation, and Learning (MEL) matrix and lead participatory consultations with various stakeholders, preparing all necessary documentation for strategy vetting and finalization.
Work Experience
A minimum of 10 years of proven work experience is required, specifically related to the Convention on the Rights of Persons with Disabilities (CRPD), disability inclusion, research, policy, and program mainstreaming within the Arab region.
