National Consultant on Climate Finance to Food Systems in Morocco
Organizational Context
The United Nations Economic and Social Commission for Western Asia (ESCWA), on behalf of the Moroccan Ministry of Agriculture, is supporting the development of a national capacity-building plan. This initiative aims to enhance the ministry's ability to access and mobilize climate finance for food production-related sectors, recognizing the critical link between climate change and food systems.
Job Purpose
This role serves to strengthen the capacity of Morocco's Ministry of Agriculture, Maritime Fisheries, Rural Development, Water and Forests to effectively access and mobilize climate finance for food systems. The purpose is to translate national policy priorities into bankable project concepts, enhance the climate rationale of investments, and mobilize appropriate financing combinations. This involves developing a background paper, designing and delivering a capacity-building program, and facilitating a national workshop to foster better alignment between financing flows and sectoral needs, ultimately contributing to food security and climate resilience.
Responsibilities
The National Consultant will develop a comprehensive background paper on the finance landscape for Morocco's food systems, covering climate, national, and complementary financing mechanisms, governance, and opportunities. They will design the methodology and prepare materials for a practical session within a capacity-building program, tailored to the ministry's priorities. Additionally, the consultant will contribute to a national workshop by delivering a practical session, facilitating discussions, and preparing an outcome document that summarizes key conclusions and recommendations. This role involves close collaboration with ESCWA and relevant Moroccan ministries to ensure effective capacity building and improved mobilization of climate finance for food systems.
Work Experience
A minimum of five years of professional experience in research and analysis related to food systems or climate change financing is required. Prior experience in food systems or climate change policymaking within Morocco is considered desirable.
