Protection Analyst (Monitoring and Analysis)

Job Purpose
This role contributes to developing, testing, and improving agency-wide protection monitoring methodologies, analytical frameworks, and standardized tools to enhance data quality and consistency across UNRWA's five fields of operation. It supports the integration of quantitative and qualitative data, including sex-, age-, and disability-disaggregated data, ensuring compliance with protection principles like confidentiality and 'do no harm'. The position provides technical guidance to field offices on protection monitoring, analysis, and reporting, coordinating with information management and program teams. It also assists in cross-field analysis of protection trends, vulnerability profiling, and risk assessments to inform strategic planning and programming, and supports the production of analytical products and advocacy materials.
Responsibilities
Develop, test, and refine agency-wide protection monitoring methodologies, classifications, analytical frameworks, indicators, coding structures, vulnerability profiling tools, and reporting templates to ensure data quality, verification, and comparability across UNRWA's five fields of operation. Integrate quantitative and qualitative methodologies, including sex-, age-, and disability-disaggregated data, key informant interviews, focus group discussions, legal/policy analysis, and community-based data, adhering to protection principles. Provide technical guidance and support to field offices on protection monitoring, analysis, and reporting, ensuring consistent application of standards and coordinating with Information Management Officers and thematic specialists. Offer expertise on ethical data management and qualitative data collection methods. Coordinate cross-field protection trend analysis, vulnerability profiling, thematic assessments, and risk analyses to identify priority concerns and inform strategic planning. Contribute to thematic analytical products, vulnerability profiles, risk assessments, and dashboards on key protection areas. Support protection reporting and advocacy efforts at field and headquarters levels, ensuring accurate data utilization. Monitor and analyze protection trends, legislative developments, and emerging risks affecting Palestine refugees, focusing on structural barriers to rights and services. Support the formulation and oversight of research projects to enhance knowledge on thematic protection areas.
Work Experience
A minimum of five years of progressively responsible experience in protection monitoring and analysis, protection information management, humanitarian research, human rights, or refugee protection is required. Demonstrated experience in managing and analyzing quantitative and qualitative protection data, including trend analysis and risk assessments, is essential. Experience developing analytical methodologies and reporting standards is also required. Two years of relevant international experience outside UNRWA and the candidate's country of nationality is necessary unless already serving as an international staff member in the UN Common System.
