International Consultant, Search and Rescue Expert
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) Global Maritime Crime Programme (GMCP) supports member states in combating maritime crime. This role, based in Beirut, Lebanon, is part of a project strengthening maritime security, governance, safety, and search and rescue (SAR) coordination within the country.
Job Purpose
This International Consultant role focuses on enhancing maritime security and search and rescue (SAR) capabilities in Lebanon. The consultant will assess current SAR coordination, develop a support plan for the Joint Rescue Coordination Centre (JRCC), and design and deliver capacity-building programs for maritime law enforcement. The purpose is to strengthen inter-agency coordination, improve operational effectiveness, and contribute to the overall disruption of maritime crime, aligning with UNODC's broader mandate. The role involves close collaboration with national counterparts and producing technical reports for project and donor reporting.
Responsibilities
Assess current Search and Rescue (SAR) coordination arrangements and Joint Rescue Coordination Centre (JRCC) operational needs, producing a detailed coordination support plan. Design and deliver a comprehensive capacity-building program, including trainings, workshops, and exercises, for maritime law enforcement authorities. Develop associated training materials and provide reports for each delivered session. Prepare a final technical report summarizing activities, technical notes, briefs, and recommendations, including inputs for donor reporting. Support the substantive implementation of the project’s maritime security activities in close collaboration with the project team and national counterparts.
Work Experience
A minimum of seven years of experience in maritime operations, coast guard, navy, or search and rescue coordination is required. Experience working with government counterparts, international organizations, or donor-funded projects is also required. Experience in delivering training and mentoring is desirable.
