Organizational Context

The United Nations Support Office in Haiti (UNSOH) provides support to key Haitian entities and international partners, including the Gang Suppression Force, BINUH, Haitian National Police, and Haitian Armed Forces. The Transport Unit, within the Office of the Chief Service Delivery, is responsible for managing the organization's transport assets and equipment.

Job Purpose

The Chief of Unit, Transport, is responsible for planning, managing, and supervising the provision of global assets and equipment support, focusing on the vehicle fleet. This includes acquisition, distribution, maintenance, utilization, and disposal of vehicles, adhering to UN policies and directives. The role involves developing and implementing asset management programs, cost-effective resupply plans, and ensuring efficient operations. The position also oversees budget management, performance reporting, and acts as a Certifying Officer for resource accountability. Additionally, the role involves technical evaluations of vendors, contract oversight, and ensuring compliance with quality control and UN regulations for equipment usage.

Responsibilities

The Chief of Unit, Transport, will plan, manage, and supervise global assets and equipment support, including the UN-owned equipment. Responsibilities include developing and managing the vehicle establishment, acquisition, distribution, maintenance, utilization, and disposal of the vehicle fleet according to DOS policies. The role involves implementing the Global Assets Management Program, Assets Acquisition Plan, and Life Cycle Management Plan. Developing cost-effective resupply strategies, including leasing and outsourcing, is key. The position requires liaising with various organizations and suppliers, ensuring inventory control, and developing standard operating procedures. Budget management, performance reporting, and acting as a Certifying Officer are crucial. Technical evaluations of goods and services, contract oversight, and ensuring quality control and regulatory compliance are also required. The role includes managing the unit's staffing table, supervising personnel, developing training plans, and ensuring workplace safety and environmental protection.

Work Experience

A minimum of seven years of progressive experience in ground transport and vehicle fleet management, including one year in an international setting, is required. Three years of supervisory experience in managing a complex vehicle fleet within a UN or similar international organization is necessary. Experience in procurement, contract management, performance monitoring, SAP (Maintenance Module, ECC, IBP), and vehicle repair/maintenance is also required. Experience with Vehicle Tracking Systems (VTS) and data analysis/business intelligence reporting is desirable.

Professionalism in transport asset management, leadership, negotiation, and consensus-building. Client orientation and partnership development. Strong planning, organizing, and time management skills. Leadership abilities, including empowering others, driving change, and conflict resolution. Knowledge of UN financial regulations and rules. Ability to conduct in-depth analysis and provide recommendations. Experience with SAP and Vehicle Tracking Systems is desirable.
