Human Resources Officer
Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to key Haitian entities and international partners, including the Gang Suppression Force, BINUH, Haitian National Police, and the Organization of American States. This Human Resources Officer position is based in Port-au-Prince within the Operations and Resources Management Section, reporting to the Chief Human Resources Officer.
Job Purpose
The Human Resources Officer (P-3) is responsible for a comprehensive range of human resources management functions within UNSOH. This includes providing expert advice on staff rules and regulations, overseeing HR planning and management, and managing staffing aspects of the budget. The role is critical in administering entitlements and benefits, ensuring quality assurance for ERP transactions, and leading recruitment and selection processes. Furthermore, the incumbent supports performance management, staff development initiatives, and handles matters related to the administration of justice, contributing to the effective functioning and support of the mission's mandate and personnel.
Responsibilities
Key responsibilities include managing recruitment and staff selection processes, from monitoring vacancies and developing strategies to screening candidates and conducting interviews. The role involves administering entitlements and benefits, advising on policies, and resolving grievances. Planning and budget responsibilities include contributing to mission planning, reviewing HR requirements for budget development, monitoring staffing costs, and managing staffing tables. Performance management duties involve supporting appraisal systems, monitoring compliance, and facilitating performance improvement plans. Staff development includes advising on training, career paths, and assessing staff expertise. The role also supports the administration of justice, fosters staff and management relations through dialogue with unions, and contributes to monitoring delegated authorities and implementing change management plans.
Work Experience
A minimum of five years of progressive experience in human resources management is required. Essential experience includes managing large-scale recruitment, supporting performance appraisal systems, identifying skills gaps and designing training, resolving staff grievances, and handling contractor administration.
