GCF Projects Specialist Consultant
Organizational Context
The United Nations Environment Programme (UNEP) in Panama City leads environmental policy and coordinates global environmental efforts. This role sits within the Climate Change Unit for Latin America and the Caribbean Office, focusing on implementing and closing two key Green Climate Fund (GCF) Readiness projects: "Capacity Building in Carbon Markets and Article 6" and "Advancing a Regional Approach to the Green Hydrogen Economy."
Job Purpose
This consultancy aims to support the implementation and closure of two GCF Readiness projects focused on carbon markets, Article 6 of the Paris Agreement, and the green hydrogen economy in Latin America and the Caribbean. The role involves providing technical information on project progress and budget, analyzing procurement, and reviewing technical reports. It also includes guiding consultants, contributing to capacity building, and transforming research on green hydrogen and sustainable energy into actionable recommendations for regional stakeholders and decision-makers.
Responsibilities
The consultant will provide technical information on project implementation and budget expenditure, including analysis of procurement and hiring processes. Responsibilities include reviewing and editing technical reports from local consultants, guiding consultants on project delivery, and supporting the technical implementation of specific projects. The role involves collecting and organizing information on private sector stakeholders and potential initiatives, preparing technical information on carbon markets and Article 6, and providing comments on technical reports and prefeasibility studies. Additionally, the consultant will offer recommendations to improve project concept notes and support the closure of GCF Readiness projects by compiling and reviewing necessary documentation.
Work Experience
Requires at least two years of experience in climate change projects, environmental sciences, energy, sustainable finance, climate policy, or economic research. Experience in data processing and analysis is desirable. Additional desirable experience includes budget planning, preparing Terms of Reference, donor reporting, low-emission hydrogen, GCF projects, and working within multilateral organizations or the public sector.
Skills
Professionalism, teamwork, planning, and organizing. Excellent understanding of climate change issues, transparency, and carbon markets. Knowledge of climate change mitigation and adaptation planning, and intergovernmental negotiations. Experience in data processing and analysis, budget planning, and GCF projects is desirable.
