Information Systems Officer
Organizational Context
The Office of Information and Communications Technology (OICT) leads the UN's digital transformation, aiming for secure, reliable, and innovative technology solutions. This role is within the Enterprise Solutions Service, specifically the Enterprise Application Center - Asia, hosted by UNESCAP in Bangkok, Thailand. The incumbent reports to a Senior Information Systems Officer.
Job Purpose
The Information Systems Officer will manage projects, analyze systems, and develop/implement moderately complex IT solutions. This includes creating system specifications, providing user support, and troubleshooting issues. The role involves developing and maintaining integrated computer programs, ensuring data security, and conducting system testing. Additionally, the officer will develop training materials, research new technologies, and contribute to data analysis and reporting for informed decision-making. The position supports the organization's digital transformation goals by ensuring efficient and effective IT systems.
Responsibilities
Manage IT projects, including feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. Develop detailed system specifications and user documentation. Provide expert advice to users, analyze requirements, and translate them into applications, addressing integration and linkage issues. Maintain, upgrade, and enhance existing user systems, troubleshoot problems, and offer ongoing support. Develop and maintain integrated computer programs, ensuring robust data security and access controls. Organize and execute unit and integrated testing, and assist users with acceptance testing. Create training materials, operating manuals, and user guides, and train staff on assigned systems. Research, evaluate, and recommend new technologies. Contribute to reports on systems, requirements, and IT strategy. Provide guidance and supervision to junior staff and consultants. Collect and analyze data to identify trends and provide insights through data visualization for planning and decision-making.
Work Experience
A minimum of five years of progressive experience in IT systems planning, design, architecture, development, implementation, and maintenance is required. Specific experience includes SAP implementation, ABAP programming, designing SAP REST APIs for integration, SAP Material Management (MM), and SAP Quality Management (QM). Experience with SAP Financial Accounting (FI) and SAP Vehicle Management is desirable, as is experience with Machine Learning, RAG, and data analytics.
Skills
Professionalism in IT/information management, systems analysis, database design, programming.
