Organizational Context

The Office of Information and Communications Technology (OICT) leads the UN's digital transformation, aiming for secure, reliable, and innovative technology solutions. This role is within the Enterprise Solutions Service, Enterprise Application Center - Asia, hosted by UNICTF in Valencia, Spain, reporting to a Senior Information Systems Officer.

Job Purpose

This Information Systems Officer role supports OICT's digital transformation by managing projects, analyzing user requirements, and developing/implementing moderately complex systems. Responsibilities include system design, development, maintenance, and troubleshooting. The role involves creating detailed specifications, user documentation, and training materials. It also requires evaluating new technologies, facilitating client communication, coordinating Service Level Agreements, and potentially supervising junior staff. A key aspect is collecting and analyzing data to support planning and decision-making through data visualization.

Responsibilities

Manage projects from feasibility studies to implementation of moderately complex systems, or contribute as a development team member. Develop detailed system specifications and user documentation. Provide expert advice to users, translating requirements into applications and addressing integration issues. Maintain, upgrade, and enhance existing systems, providing ongoing user support and troubleshooting. Develop and maintain integrated computer programs, ensuring data security and access controls. Conduct unit and integrated testing, and assist users with acceptance testing. Create training materials and user manuals, and train staff. Research and evaluate new technologies for deployment. Write reports on systems-related topics. Facilitate client communications and coordinate Service Level Agreements. Provide guidance and supervision to junior staff. Collect and analyze data for trends and insights using data visualization methods.

Work Experience

A minimum of five years of progressive experience in planning, design, development, implementation, and maintenance of computer information systems is required. Specific experience includes: five years with SharePoint/SharePoint Online/SPFX, four years with Power Automate/Azure Logic App, and three years managing IT software development teams. Experience with Machine Learning, RAG, and data analytics is desirable.
