Consultant for Climate Action Planning
Organizational Context
The Economic and Social Commission for Asia and the Pacific (ESCAP), a regional commission of the UN Secretariat, is seeking a consultant to support the Bank of Mongolia. This role will enhance technical capacity in integrating macroeconomic goals into energy transition and climate action planning, contributing to sustainable socioeconomic development.
Job Purpose
The purpose of this consultancy is to conduct a national study on the economic implications of energy transition and climate action policies in Mongolia. The role will support policymakers in understanding macroeconomic impacts, such as fiscal conditions, private investment, inflation, and labor markets, to design and implement policies that balance energy goals with socioeconomic prosperity. The consultant will also disseminate findings through a capacity-building workshop, strengthening the Bank of Mongolia's analytical capabilities in this critical area.
Responsibilities
The consultant will prepare a comprehensive national study analyzing the macroeconomic implications of Mongolia's energy transition and climate action policies. This includes establishing a baseline, assessing macroeconomic exposure to the energy sector, and developing an analytical framework for climate shocks and debt sustainability. The role involves designing and analyzing policy-relevant scenarios (e.g., Current Policies, NDCs, Orderly Transition, Disorderly Transition) using Computable General Equilibrium models. Key responsibilities include assessing readiness for risks, proposing tailored policy recommendations on fiscal strategies, financing instruments, regulation, and monetary policy, and developing an implementation roadmap. The consultant will also disseminate findings through a policy-focused presentation at a capacity-building workshop.
Work Experience
Experience in analytical or advisory roles supporting national governments or international development agencies is highly desirable. Demonstrated experience in quantitative macroeconomic analysis, macro-fiscal assessment, debt sustainability analysis, climate-related fiscal risk assessment, or scenario analysis is required. Experience applying these frameworks in developing countries, particularly least developed countries, is advantageous.
