Organizational Context

This position is within the Human Resources Management Section of the United Nations Mission in South Sudan (UNMISS) in Juba, a non-family duty station. The role reports directly to the Chief Operations and Resource Management (CORM), overseeing HR functions within a large and complex operational environment.

Job Purpose

The Chief Human Resources Officer (CHRO) is responsible for the strategic coordination, management, and supervision of all mission-wide Human Resources responsibilities. This includes actively participating in mission planning, advising leadership on workforce planning and staffing strategies, and developing recruitment and deployment plans. The role involves assessing workforce needs, managing selection and appointment processes, and ensuring fair and transparent recruitment practices. The CHRO acts as a key advisor on HR policies, practices, and organizational change initiatives, serving as the primary liaison between senior management and staff on HR matters. Additionally, the position oversees the integrity of the staffing table, manages HR systems, and ensures compliance with performance management and other HR regulations.

Responsibilities

The Chief Human Resources Officer (CHRO) provides strategic HR leadership and operational oversight for a large, complex mission. Key responsibilities include: Strategic Planning & Workforce Management: Participating in mission planning, advising on workforce needs, succession planning, and developing staffing strategies. Conducting workforce assessments to identify gaps and propose actions, and managing the staffing table's integrity. Recruitment & Talent Acquisition: Overseeing transparent and merit-based recruitment and selection processes, ensuring compliance with diversity policies, and advising managers on appointment procedures. HR Policy & Advisory: Serving as the functional advisor to senior management and staff on HR policies, regulations, and practices. Interpreting and applying HR rules, monitoring their effectiveness, and recommending revisions. Operational HR Management: Managing HR service delivery, overseeing entitlements, and ensuring compliance with performance management systems. Coordinating learning programs and addressing underperformance. Stakeholder Engagement & Change Management: Acting as the primary interface for HR issues between the mission and headquarters, and representing management on advisory bodies. Developing and implementing change management plans, and fostering open communication with staff unions and representatives.

Work Experience

A minimum of ten years of progressive experience in human resources management or related fields is required. Essential experience includes planning and delivering HR services in complex, volatile, or post-conflict environments, and managing staffing and talent acquisition using enterprise platforms. Experience with UN common system HR procedures is desirable, as is experience in implementing change management initiatives.
