Organizational Context
The United Nations Environment Programme (UNEP) Regional Office for West Asia provides advisory services and capacity building to countries for environmental and sustainable development. This consultancy supports four interconnected projects in Kuwait, focusing on environmental strategy, desertification, waste management, and data management, in collaboration with the Kuwait Environment Public Authority (KEPA).
Job Purpose
This consultancy aims to provide expert support for four key environmental projects in Kuwait, coordinated by UNEP's Regional Office for West Asia and implemented in partnership with KEPA. The role involves developing and reviewing governance, institutional, legal, and Multilateral Environmental Agreement (MEA) related chapters for national strategies, action plans, and technical outputs. The objective is to ensure these components are technically sound, legally feasible, institutionally coherent, and aligned with Kuwait's national commitments and global sustainability targets, contributing to improved environmental management and sustainable development.
Responsibilities
The consultant will be responsible for preparing, reviewing, and finalizing governance, institutional, and legal chapters for national environmental strategies, action plans, and project outputs. This includes developing governance architectures, institutional arrangements, and implementation mechanisms. The role also involves assessing and strengthening legal and regulatory frameworks, ensuring alignment with Kuwait's institutional framework and international best practices. Furthermore, the consultant will prepare and review chapters related to Multilateral Environmental Agreements (MEAs), ensuring consistency with Kuwait's obligations and international principles. This includes reviewing institutional arrangements for MEA implementation and ensuring coherence across all project outputs. The consultant will also integrate technical comments and stakeholder feedback, and participate in technical discussions to validate outputs.
Work Experience
A minimum of 5 years of progressive professional experience in environmental governance, environmental law, institutional development, public policy, or MEA implementation is required. Demonstrated experience in drafting/reviewing national environmental strategies, action plans, and legal/policy frameworks is essential. Proven experience with environmental governance frameworks, institutional arrangements, and legal systems is necessary. Experience supporting MEA implementation or reporting is also required.
