Organizational Context
The United Nations Economic Commission for Africa (ECA) aims to deliver impactful ideas and actions for an empowered and transformed Africa, aligning with the 2030 Agenda and Agenda 2063. The Socio-Economic Development Division (SEDD) focuses on promoting inclusive and sustainable development through policy analysis, programme support, and capacity building. This Chief of Section role is situated within the Director's office of SEDD in Addis Ababa, reporting directly to the Director.
Job Purpose
The Chief of Section, Programme Management, plays a crucial role in advancing ECA's mission by providing policy advice, developing conceptual strategies, and overseeing the implementation of division-wide policies and procedures. This position is responsible for managing and coordinating diverse projects within the Socio-Economic Development Division (SEDD), ensuring timely execution of substantive work programmes. The incumbent will liaise with other UN entities, donors, and agencies to support and coordinate the division's work programme. Key contributions include providing programmatic and substantive reviews, preparing position papers and reports for intergovernmental bodies, and ensuring the high quality and compliance of all divisional outputs with relevant mandates. The role also involves supporting the Director with programmatic and administrative tasks, including budget preparation, performance monitoring, and staff development, fostering teamwork and communication across the organization.
Responsibilities
The Chief of Section provides policy advice on strategy development and oversees the implementation of divisional policies and procedures. Responsibilities include managing and coordinating diverse projects within the division, ensuring timely execution of work programmes, and liaising with external organizations, donors, and UN agencies. The role involves conducting programmatic and substantive reviews of drafts, preparing position papers and reports for intergovernmental bodies, and ensuring the quality and mandate compliance of all divisional outputs. Additionally, the Chief of Section supports the Director with programmatic and administrative tasks such as budget preparation, performance monitoring, and staff evaluation. This includes contributing to recruitment, fostering staff development and teamwork, and representing the organization at inter-agency meetings and international forums, providing substantive expertise.
Work Experience
A minimum of ten years of progressively responsible experience in administration, budget, finance, or human resources management is required. Experience in planning, implementing, monitoring, and evaluating socio-economic development programmes or projects is also necessary. Experience in data analytics, policy research, programme monitoring, or implementing initiatives related to social development, employment, gender equality, youth empowerment, or social protection is desirable.
