The Department of Operational Support (DOS) in New York provides administrative support, including human resources, to UN Headquarters entities. As part of the Common Administrative Platform (OneEO), this role supports client entities in fulfilling their mandates. The position is within the Specialized Staff Administration Desk, reporting to the Chief of Unit/Desk, and is part of the UN80 reform initiative to consolidate administrative functions.

Job Purpose

The Human Resources Assistant supports the Specialized Staff Administration Desk within the Department of Operational Support's Common Administrative Platform (OneEO). This role is crucial for providing comprehensive human resources management services to New York-based Secretariat entities. Key responsibilities include assisting in recruitment and placement processes, managing personnel actions, advising staff on entitlements and visa matters, and supporting staff development and classification activities. The position also involves maintaining HR systems, preparing reports, conducting exit interviews, and providing general administrative support, contributing to the efficient operation of HR services and the achievement of organizational mandates.

Responsibilities

The Human Resources Assistant is responsible for a range of duties including recruitment and placement, such as screening applications, conducting preliminary interviews, and assisting with job openings and reference checks. They will process personnel actions through Umoja, advise staff on visa matters, and provide general recruitment guidance. The role also involves administering entitlements by reviewing and processing requests and maintaining HR reports from various systems like Umoja and HR Insight. Additionally, the assistant will provide advice on promotions and performance appraisals, assist with classification requests, and conduct exit interviews. General duties include maintaining HR systems and databases, preparing reports, conducting research, providing office support, drafting correspondence, and training junior staff.

Work Experience

A minimum of seven years of experience in human resources management or administrative services is required. This requirement is reduced to five years for candidates with a first-level university degree. Experience with UN common system HR policies or similar international organizations is desirable, as is experience with ERP systems like SAP (Umoja) for managing staff entitlements.
