Organizational Context

The Department of Operational Support (DOS) provides comprehensive operational support across the UN Secretariat. The Division of Administration in New York offers administrative functions, including human resources, to UN Headquarters and global entities. This role is within the One Executive Office (One EO), a unified service platform, specifically in the Specialized Staff Administration Desk, reporting to the Chief of Unit.

Job Purpose

The Human Resources Assistant supports the Specialized Staff Administration Desk within the One Executive Office, a key component of the Department of Operational Support. This role is crucial for ensuring the effective and efficient provision of human resources services to UN Secretariat entities. The incumbent will manage recruitment processes, including onboarding and candidate selection, process personnel actions, and advise staff on HR matters. Additionally, the role involves administering entitlements, supporting staff development initiatives, conducting exit interviews, maintaining HR systems, and preparing reports. The position contributes to the smooth functioning of HR operations and supports the UN's mission by ensuring its personnel needs are met efficiently and in compliance with regulations.

Responsibilities

The Human Resources Assistant is responsible for managing recruitment and placement activities, including processing new staff onboarding, participating in candidate selection for General Service positions, and coordinating visa, travel, and shipment arrangements. This includes initiating reference checks, verifying academic credentials, calculating salaries, and preparing offers of appointment. The role also involves reviewing and processing personnel actions via UMOJA and advising staff on visa and onboarding procedures. Furthermore, the assistant will administer entitlements by reviewing and processing claims for rental subsidy, education grants, and dependency allowances, while also responding to HR-related queries. Support for staff development includes assisting in the organization and logistics of training courses. General duties encompass conducting exit interviews, maintaining HR systems and databases, preparing reports, conducting research on HR issues, providing general office support, and training junior staff.

Work Experience

A minimum of seven years of progressively responsible experience in human resources management or administrative services is required. This is reduced to five years for candidates with a first-level university degree. Experience with UN common system HR policies, administration of entitlements using ERP systems like SAP (UMOJA), and monitoring HR KPIs is desirable.
