Organizational Context
This Budget Assistant position is within the Programme Planning and Budget Section (PPBS) of the Financial Resources Management Service (FRMS) at the United Nations Office at Geneva. The role supports the section's financial and budgetary operations, reporting to a Finance & Budget Officer.
Job Purpose
The Budget Assistant provides crucial support in financial and budgetary processes within the Programme Planning and Budget Section. This includes assisting with the review, analysis, and preparation of programme plans, cost estimates, and budget proposals. The role involves monitoring expenditures, preparing budget performance reports, managing financial databases, and ensuring the accuracy of financial data. Additionally, the assistant supports administrative functions such as cost recovery, grant management, and requisition processing, contributing to the efficient financial management of the UN Office at Geneva.
Responsibilities
The Budget Assistant is responsible for supporting the review and preparation of programme plans, cost estimates, and budget proposals, including staff and non-staff requirements. Duties include monitoring and projecting expenditures against approved budgets, preparing budget performance reports, and analyzing variances. The role involves maintaining the integrity of financial databases, verifying data accuracy, and coordinating with finance and budget staff. Responsibilities also extend to monitoring staffing tables, assisting with allotments, managing cost recovery mechanisms, and processing requisitions. General duties include staying updated on relevant guidelines, responding to financial inquiries, maintaining files, and potentially supervising junior staff.
Work Experience
A minimum of seven years of experience in finance, budget, accounting, or administrative services is required. This requirement is reduced to five years for candidates with a first-level university degree. Experience within the UN Common System or a similar international organization is desirable, as is experience with ERP systems like Umoja, grant administration, and procurement.
