Organizational Context

The United Nations Environment Programme (UNEP) Special Programme supports country-driven institutional strengthening for sound chemicals and waste management. It facilitates the implementation of key international conventions and provides funding for projects in developing countries. This role is part of the third assessment of closed projects under the Special Programme.

Job Purpose

This consultancy aims to conduct a comprehensive assessment of closed projects under UNEP's Special Programme. The expert will evaluate project performance, identify successes, and pinpoint areas for improvement. The findings and recommendations will inform the Special Programme Secretariat's future work, providing valuable lessons learned to enhance project implementation globally. The role involves data collection, analysis, and reporting on fifteen closed projects to reflect the overall performance and effectiveness of the Special Programme.

Responsibilities

The primary responsibilities include conducting data collection in selected countries and performing in-depth analysis of the gathered information. The expert will formulate clear findings, conclusions, and actionable recommendations based on the assessment. A key duty is the submission of five distinct deliverables: a final inception report, two interim assessment reports covering specific project groups, and draft and final assessment reports that aggregate findings from fifteen closed projects. These reports will assess the performance and provide lessons learned for the Special Programme.

Work Experience

A minimum of five years of experience in monitoring and evaluation is essential, with a proven track record in assessing large regional or global programmes. Experience evaluating projects or programmes for UN or development agencies, particularly UNEP, is advantageous.

Skills

Monitoring and evaluation, data collection and analysis, report writing, understanding of Multilateral Environmental Agreements (MEAs), knowledge of Basel, Rotterdam, Stockholm Conventions, Minamata Convention, and Global Framework on Chemicals, excellent reporting compilation skills.
