Organizational Context
The UN Secretariat's Resident Coordinator System (RCS) supports countries in achieving development priorities and SDGs, operating under the UN 2.0 shift. The UN Resident Coordination Office (RCO) in Georgetown, Guyana, is part of this reform, led by an empowered UN Resident Coordinator. This Data Specialist role is situated within the RCO, reporting to the Head of Office, and collaborates with various internal and external stakeholders.
Job Purpose
The Data Specialist is responsible for developing and implementing databases, data collection systems, and analytics to optimize statistical efficiency and quality within the UN Resident Coordination Office (RCO) in Georgetown, Guyana. This role involves identifying and analyzing trends, developing reporting capabilities, and creating data visualizations to support decision-making and communication. The specialist will contribute to monitoring and evaluation products for UN Sustainable Development Cooperation Frameworks, support the co-design of digital tools with national partners, and build statistical capacity within the UNCT. The position also involves collaborating with data engineers and scientists, staying updated on data analytics best practices, and conducting outcome-level analysis to inform UN reporting and evaluations, ultimately supporting the acceleration of the 2030 Agenda.
Responsibilities
Develop and implement databases, data collection systems, and analytics to enhance statistical efficiency and quality. Identify, analyze, and interpret trends using statistical methods. Develop analysis, reporting, and quality control capabilities, identifying data sources and process improvement opportunities. Support the creation of monitoring, evaluation, and learning (MEL) products for UN Sustainable Development Cooperation Frameworks using tools like Power BI. Assist in co-designing digital tools and dashboards with national statistical partners for SDG indicator tracking. Create reports, dashboards, and visualizations to convey findings to management. Document methodologies and establish data practices. Collaborate with internal and external counterparts to request and exchange data. Support the integration of monitoring milestones into data pipelines. Build UNCT statistical capacity by mapping technical assistance and brokering funding. Stay abreast of data analytics trends and best practices. Conduct outcome-level analysis and contribution studies. Identify gaps in national statistical systems and recommend UN responses. Support model evaluation and conduct data analytics training for staff and partners. Execute and oversee projects, ensuring alignment with objectives and effective resource use. Collaborate on the MEL cycle and support audit material preparation.
Work Experience
A minimum of five years of progressive experience in translating business requirements into technical solutions is required. Demonstrated skills in data storytelling and visualization tools (e.g., Tableau, Power BI, R) are essential. Experience in data quality assurance, data validation, and understanding the data life cycle (collection, wrangling, analysis, visualization, reporting) is required. Experience in development cooperation and training program development is desirable.
