Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. The Tehran Convention is a legally binding regional framework for protecting the Caspian Sea's marine environment. This role supports Component 3 of the Blueing the Caspian Sea project, focusing on transboundary cooperation, and is based in Baku, Azerbaijan.
Job Purpose
This role leads the Regional Coordination Unit (RCU) in Baku, Azerbaijan, for Component 3 of the Blueing the Caspian Sea project, co-implemented by the World Bank and UNEP. The purpose is to provide technical, coordination, and implementation support to strengthen transboundary cooperation mechanisms addressing pollution, biodiversity loss, and climate change in the Caspian Sea region. The role ensures timely and effective delivery of project activities, facilitates cooperation among participating countries and partners, and aligns outputs with the Tehran Convention and its Protocols.
Responsibilities
Oversee and coordinate all technical activities and outputs for Component 3, including regional assessments, cooperation frameworks, capacity-building, technical meetings, and knowledge-sharing. Coordinate with implementing agencies and GEF projects. Develop technical Terms of Reference for consultants and the Communication Strategy. Review technical outputs and coordinate capacity-building activities. Lead consultation events and organize regional training. Manage regional contracts, prepare procurement plans, and maintain project documentation. Monitor knowledge management, stakeholder engagement, and environmental safeguards. Support reporting and develop the project exit strategy.
Work Experience
A minimum of seven years of progressively responsible professional experience in regional cooperation, project management, or environmental governance is required. Experience coordinating large-scale projects, including workplans, budgets, and procurement, is essential. Desirable experience includes work in marine/coastal environments, transboundary waters, pollution control, biodiversity, climate resilience, and with international organizations or intergovernmental processes.
