Organizational Context

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is part of the UN Secretariat, responsible for coordinating humanitarian actors to ensure effective responses to emergencies. OCHA's mission is to mobilize and coordinate principled humanitarian action, advocate for those in need, and promote preparedness. This Associate Human Resources Officer position is based in Islamabad, Pakistan, within the Human Resources Section of the Executive Office.

Job Purpose

The Associate Human Resources Officer provides essential advice and support to managers and staff on human resources matters, staying current with HR developments. A key focus is on recruitment and placement, involving coordination with client offices to identify vacancies, prepare announcements, screen applications, and shortlist candidates. The role includes reviewing selection recommendations, presenting cases to review bodies, supervising HR filing systems, and assisting in the development and administration of recruitment tests. Additionally, the incumbent monitors staff placement needs and prepares classification requests, offering guidance on classification policies and procedures. This role is crucial for ensuring efficient and compliant HR operations within OCHA.

Responsibilities

Provide advice and support to managers and staff on human resources matters and stay updated on HR developments. Coordinate with client offices to identify upcoming vacancies, prepare vacancy announcements, review applications, and provide shortlists. Review candidate selection recommendations from client offices and prepare/present cases to Central Review bodies and committees. Supervise the maintenance of the human resources filing system. Assist in planning, organizing, developing, and administering recruitment tests for various staff categories. Monitor and maintain a list of staff members needing placement in coordination with HR Business Partner Teams. Prepare classification requests for positions and provide guidance to programme managers on classification policies and procedures. Perform other duties as requested.

Work Experience

A minimum of two years of progressively responsible experience in human resources management or administration is required. Experience with online recruitment systems (e.g., Inspira) and ERP systems (e.g., Umoja) is necessary. Experience in recruitment and talent sourcing is also required. Experience in providing staffing policy advice and working within the UN Common System or similar international organizations is desirable.
