Non-preferential certificates of origin under the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific (CPTA)
Organizational Context
The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is implementing a project to strengthen cross-border paperless trade capacity in developing member states. This role supports the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific (CPTA) initiative, contributing to regional integration and sustainable development.
Job Purpose
This role serves to analyze the benefits and challenges associated with adopting a protocol for the mutual recognition of paperless solutions for non-preferential Certificates of Origin (NPCO) among selected CPTA parties. The consultant will conduct in-depth research, present findings to stakeholders, and refine the analysis based on consultations. The ultimate goal is to provide recommendations for countries to implement and comply with such a protocol, supporting sustainable development and SDG 17.
Responsibilities
The primary responsibility is to conduct a comprehensive analysis of the benefits and challenges of adopting a protocol for mutual recognition of paperless solutions for non-preferential Certificates of Origin. This includes drafting a detailed document outlining findings, presenting these findings at expert and national consultation meetings, and subsequently refining the document based on feedback. The consultant will also assess institutional, legal, and administrative reforms necessary for countries to comply with the protocol and provide actionable recommendations for its adoption, including short, medium, and long-term strategies.
Work Experience
A minimum of 5 years of work experience in trade policy, trade facilitation, e-commerce, or paperless trade is required. Experience in implementing trade facilitation projects is considered an advantage.
