Contractor to Develop a Diagnostic and Methodology for State Human Rights Institutions on Internal Displacement
Organizational Context
The UN Secretariat, specifically the Office of the High Commissioner for Human Rights (OHCHR) in Mexico, is implementing a Joint Programme to strengthen capacities for preventing, addressing, and resolving internal displacement. This consultancy supports state-level human rights institutions in Mexico City and three states.
Job Purpose
The purpose of this consultancy is to develop a validated diagnostic and practical methodology for state human rights institutions in Mexico. This methodology will enhance their capacity to prevent and respond to internal displacement in a human rights-based manner. The role contributes to the Joint Programme's goal of strengthening national and subnational capacities for sustainable, rights-based solutions to internal displacement, focusing on early warning, documentation, case management, referral pathways, and inter-institutional coordination, while ensuring gender, age, disability, and intercultural considerations are integrated.
Responsibilities
The consultant will develop and implement a methodology to assess the institutional capacities of state human rights institutions in Chihuahua, Oaxaca, Michoacán, and Mexico City concerning internal displacement. This includes conducting consultations with stakeholders, assessing capacities in early warning, case documentation, response, referrals, and coordination. The consultant will create a practical methodology, operational tools, and an implementation roadmap to strengthen prevention and response efforts. All deliverables must incorporate gender, age, disability, and intercultural approaches. The consultant will also provide technical advice to OHCHR and facilitate validation sessions with participating institutions.
Work Experience
A minimum of 7 years of progressive professional experience in human rights, internal displacement, protection, public policy, or institutional strengthening is required. Experience in developing methodologies, protocols, or practical tools, and providing technical assistance to public or human rights institutions is essential. Experience in Mexico or Latin America, and with national/state human rights institutions, is desirable.
