Local Individual Contractor - Development of the Integrated Asset Information System

Organizational Context

The United Nations Office on Drugs and Crime (UNODC), part of the UN Secretariat, seeks an Individual Contractor to develop an Integrated Asset Information System. This role is home-based in La Paz, Bolivia, and will contribute to enhancing UNODC's data management capabilities through the development of key system modules.

Job Purpose

The purpose of this role is to design, develop, and implement critical modules for the Integrated Asset Information System, focusing on interoperability, reporting, and statistics. The Individual Contractor will be responsible for gathering requirements, architecting solutions, developing web services and APIs, implementing security measures, and integrating modules with existing databases. This work will ensure the system's consistency, integrity, and availability of information, enabling dynamic reporting, statistical analysis, and dashboard visualization to support UNODC's operational needs and decision-making processes.

Responsibilities

Key responsibilities include gathering and analyzing functional and technical requirements from user departments. The contractor will design the architecture for interoperability, reporting, and statistics modules, defining data flows, integration strategies, and information structures. This involves identifying and standardizing data sources, structures, and exchange protocols, and developing web services for automated information exchange. The role also requires implementing information security mechanisms, integrating modules with the SIIB database, and developing functionalities for dynamic, customizable reports and statistical data processing. Additionally, the contractor will design and implement dashboards for indicators and trend analysis, execute comprehensive tests, validate results, and prepare technical documentation and user training materials.

Work Experience

A minimum of 3 years of demonstrable professional experience in IT and/or systems development is required. Experience in data integration, information security, project management, or business intelligence is also required. Programming skills in JavaScript, PostgreSQL, and Vue.js are desirable.
