Organizational Context
The UN Resident Coordinator Offices (UN RCO) are integral to the UN's global reform, supporting countries in achieving development priorities and the Sustainable Development Goals (SDGs). Operating under an empowered UN Resident Coordinator, these offices are part of the UN Secretariat, with the Development Operations Coordination Office (DCO) providing oversight. This role is situated within the UN RCO in Tunis, Tunisia, reporting to the Head of the RCO.
Job Purpose
The Partnerships Officer plays a crucial role in advancing the UN's mission by fostering partnerships to accelerate the achievement of the Sustainable Development Goals (SDGs) in Tunisia. This position supports the UN Resident Coordinator and the UN Country Team (UNCT) by identifying and promoting financing opportunities, developing innovative financing solutions, and strengthening engagement with government, private sector, civil society, and development partners. The role involves managing the UN Multi-Partner Trust Fund (MPTF), contributing to strategic planning for partnerships, and enhancing knowledge management related to resource mobilization. The objective is to generate greater financial resources and improve development finance assistance policies and practices to support Tunisia's development priorities and the SDGs.
Responsibilities
The Partnerships Officer is responsible for promoting partnerships to finance SDG achievement, identifying and advising on financing opportunities, and developing innovative financing solutions like blended finance. This includes preparing strategies, engaging with government, private sector, and civil society, and designing proposals to secure financial resources. The role also involves participating in resource mobilization initiatives, supporting the management of pooled funds for the UN Sustainable Development Cooperation Framework, and analyzing funding streams. Additionally, the officer will manage the UN Multi-Partner Trust Fund (MPTF) in Tunisia, overseeing its operational and fiduciary aspects, organizing governance meetings, and ensuring compliance. The position supports strategic planning for UNCT partnerships, acts as a liaison for external stakeholders, and contributes to knowledge management by promoting best practices and lessons learned in partnerships and resource mobilization.
Work Experience
A minimum of five years of progressive experience in strategic financial partnerships, financing for development, or resource mobilization is required. This includes five years of experience developing strategic partnerships across government, private sector, and civil society, and five years in successful large-scale resource mobilization. Experience in preparing project proposals is required. Experience in applied partnerships in specific areas (e.g., food systems, digital transformation, climate action), developing innovative financing mechanisms, managing funds, and data analytics is desirable.
