Organizational Context
The UN Resident Coordinator Offices (UN RCO) support countries in achieving development priorities and the SDGs, operating under the UN Secretariat's Development Operations Coordination Office (DCO). This role, within the UN RCO in Ramallah, Palestine, supports the UN Country Team (UNCT) in advancing data-driven planning, monitoring, and decision-making for development frameworks and inter-agency coordination.
Job Purpose
The Data Specialist is crucial for enhancing the UN Country Team's (UNCT) capacity in Palestine to leverage data for effective planning, monitoring, reporting, learning, and decision-making. This role supports the implementation of development frameworks and inter-agency coordination by developing and deploying data, digital, and AI-enabled tools. The specialist will strengthen data management, quality assurance, and evidence generation, collaborating with various stakeholders to produce high-quality analysis and visualizations. The ultimate goal is to promote the use of reliable data to assess progress, identify trends, and support adaptive management, thereby strengthening accountability and driving data-driven innovation for integrated humanitarian, development, and recovery efforts.
Responsibilities
Develop and implement databases, data collection systems, and analytics strategies to optimize statistical efficiency and quality. Analyze trends and patterns using statistical methods to identify key variables from various data sources. Implement analysis, reporting, and quality control capabilities, identifying opportunities for process improvement. Support the development of monitoring, evaluation, and learning (MEL) products for UN Sustainable Development Cooperation Frameworks, leveraging UN systems and tools like Power BI. Co-design digital tools and dashboards with national partners to track SDG progress, ensuring interoperability. Create reports, dashboards, and visualizations to effectively communicate findings to management. Document methodologies and establish data management standards. Collaborate with UN entities, national counterparts, and development partners to strengthen data management, quality assurance, and evidence generation. Conduct outcome-level analysis and contribution studies. Build capacity of staff on data analytics through training and workshops. Support project execution by conducting robust data analysis and collaborating with team members.
Work Experience
A minimum of five years of progressive experience in data manipulation, analysis, and strategic thinking is required. Experience with the data life cycle (collection, wrangling, analysis, visualization, deployment, monitoring, reporting) and in programme/project management is essential. Knowledge of relational databases and programming languages, data storytelling, and visualization tools (e.g., Tableau, Power BI, R) are desirable.
