Organizational Context
The UN Resident Coordinator Offices (UN RCO), led by an empowered UN Resident Coordinator, support countries in achieving development priorities and SDGs. This role, within the UN Secretariat's Resident Coordinator System, focuses on strategic partnerships to advance the 2030 Agenda. The position is based in the UN RCO in Jerusalem, Palestine, reporting to the Head of the RCO.
Job Purpose
The Partnerships Officer plays a crucial role in supporting the UN Resident Coordinator and the UN Country Team (UNCT) in developing and implementing strategic partnerships to achieve the Sustainable Development Goals (SDGs). This involves providing substantive advice and support for strategic planning, coordination, and resource mobilization efforts, particularly for the UN Sustainable Development Cooperation Framework and recovery initiatives. The role also focuses on fostering collaboration with diverse stakeholders, including civil society and the private sector, and managing pooled funds. By promoting innovative partnership approaches and supporting knowledge management, the officer contributes to enhancing the UNCT's effectiveness in financing development and achieving national priorities in Palestine.
Responsibilities
The Partnerships Officer provides substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships for SDG achievement. This includes advising on and implementing the UN Partnership Strategy, supporting UNCT working groups, and liaising with UN entities. The role involves serving as a key contact for external stakeholders, building interfaces with development partners, government, private sector, and civil society, and maintaining strategic relationships with the Palestinian Authority. The officer supports risk identification and mitigation for partnerships and provides input on due diligence processes. Additionally, the role involves supporting resource mobilization strategies, analyzing funding streams, preparing funding frameworks, and assisting in the management of pooled funds like the SDG Fund and Horizon Fund. Collaboration with the RCO economist and finance experts is key to promoting financing for development. The position also contributes to knowledge management by promoting best practices, supporting a donor repository, and analyzing successful partnership models. The officer will also collect and analyze data to support planning and reporting.
Work Experience
A minimum of five years of progressively responsible experience in strategic partnership support, project/programme management, and resource mobilization within complex development cooperation is required. Experience in developing strategic partnerships across government, private sector, and civil society, designing and implementing partnerships, and resource mobilization strategies is essential. Navigating Palestine’s institutional environment and coordinating with multi-partner trust funds is also required. Experience in data analytics is desirable.
