Anti-corruption Consultant - Parliamentary Oversight and UNCAC Implementation
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) supports States parties in implementing the UN Convention against Corruption (UNCAC) and promoting effective anti-corruption frameworks. This consultancy role, based at UNODC, focuses on developing practical guidance for parliamentary oversight and UNCAC implementation, with a pilot application in Papua New Guinea.
Job Purpose
This consultancy aims to develop and pilot a practical methodology for assessing climate finance integrity, integrating corruption risk assessment, integrity safeguards, UNCAC preventive measures, and emerging risks in carbon and nature finance. The resulting toolkit will inform future UNODC programming and technical assistance. The role involves desk reviews, consultations, and analysis to identify best practices and challenges in parliamentary anti-corruption oversight. The ultimate goal is to create practical guidance and tools for parliamentarians globally, with a specific focus on strengthening parliamentary oversight and accountability in Papua New Guinea and the Pacific region.
Responsibilities
The consultant will conduct desk reviews of UNCAC provisions and international practices related to parliamentary anti-corruption oversight. This includes analyzing information from States parties and conducting targeted consultations with parliamentarians, Supreme Audit Institutions, and anti-corruption bodies. Key duties involve identifying good practices, challenges, and emerging trends, and developing the structure and content of a practical Compendium/Toolkit. Specific guidance will be drafted on parliamentary oversight, public finance scrutiny, engagement with SAIs, follow-up to recommendations, parliamentary integrity, and UNCAC implementation. The consultant will also develop practical tools, case studies, and a dedicated chapter for Papua New Guinea, presenting findings and finalizing the toolkit based on feedback.
Work Experience
A minimum of ten years of relevant professional experience in governance, parliamentary affairs, anti-corruption, public accountability, public financial management, auditing, or legislative reform is required. This includes at least three years of experience in comparative policy research and preparing analytical publications. Experience working with parliaments, legislative bodies, or parliamentary networks is essential, as is experience with Supreme Audit Institutions or accountability mechanisms. Experience in Papua New Guinea or the Pacific region is highly desirable.
