Organizational Context
The Office for the Coordination of Humanitarian Affairs (OCHA), part of the UN Secretariat, coordinates humanitarian actors for coherent emergency responses. OCHA's mission is to mobilize and coordinate principled humanitarian action, advocate for those in need, and promote preparedness. This role is within the Crisis Response Division in Goma, DRC, reporting to the Head of the Humanitarian Financing Unit.
Job Purpose
The Humanitarian Affairs Officer (Risk Management and Compliance) monitors and analyzes humanitarian developments in the Democratic Republic of Congo that may impact the DRC Humanitarian Fund. The role involves preparing studies, managing responses to audits and evaluations, and maintaining key stakeholder relationships. A primary focus is serving as the focal point for monitoring, risk management, and compliance of the DRC Humanitarian Fund, ensuring adherence to global guidelines. The position also involves providing advice on policy issues, participating in relevant work groups, and supporting technical assistance for risk management training.
Responsibilities
Monitor, analyze, and report on humanitarian developments and emergency situations impacting the DRC Humanitarian Fund. Organize and prepare studies on humanitarian relief issues and manage follow-up actions for audits and evaluations of Country-Based Pooled Funds. Establish and maintain contacts with government officials, UN agencies, NGOs, diplomatic missions, and media. Provide technical assistance and training on risk management and conduct in-depth reviews. Prepare reports, documents, and communications related to risk management and compliance for humanitarian pooled funds. Act as the primary focal point for monitoring, risk management, and compliance of the DRC Humanitarian Fund, ensuring adherence to global guidelines. Advise the DRC Humanitarian Fund manager on policy matters related to risk and compliance. Participate in work groups, meetings, and consultations on humanitarian relief matters.
Work Experience
A minimum of five years of progressive experience in humanitarian affairs, emergency preparedness, crisis management, or related fields is required. Specific experience in risk management and compliance is also mandatory. Field experience in emergency situations and experience within the UN system or international organizations are desirable.
