PROCUREMENT ASSISTANT
Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to various Haitian entities and international organizations, including the Gang Suppression Force, BINUH, Haitian National Police, and the Organization of American States. This temporary Procurement Assistant position is based in Santo Domingo within the Procurement Section, reporting to the Chief of Section or a designated officer.
Job Purpose
The Procurement Assistant will provide essential procurement and logistical support for acquiring a wide range of goods and services. This involves reviewing and prioritizing requests, identifying vendors and funding, and monitoring requisitions to ensure timely delivery. The role includes producing tender documents, evaluating supplier offers to secure the best terms and lowest costs, and finalizing purchase orders and contracts. The assistant will also support complex purchasing operations, manage procurement databases and vendor records, and prepare statistical reports to aid in strategic planning and operational efficiency within the Procurement Section.
Responsibilities
Provide comprehensive procurement and logistical support for acquiring goods and services. Review, record, and prioritize purchasing requests, verifying vendor availability and funding sources. Monitor requisitions, maintain supplier contact, and coordinate shipments, ensuring timely delivery and verifying receipt of goods. Produce tender documents (e.g., RFPs, RFQs) and prepare bid abstracts to identify optimal suppliers. Finalize purchase orders and contracts, and prepare submissions for the Contracts Committee. Assist with complex purchasing operations and manage procurement documentation, including databases, vendor records, and contractual agreements. Coordinate vendor information sharing and maintain records across offices. Provide administrative and coordination support for section meetings, communications, and field activities. Prepare procurement reports and statistics for strategic planning. Draft routine correspondence and assist with onboarding new procurement staff.
Work Experience
A minimum of five years of progressively responsible experience in procurement or administrative services is required, with at least two years specifically in procurement, supply chain, acquisitions, or contract management. Experience with UN systems, ERP systems (e.g., SAP), e-tendering systems (e.g., Ariba), and Microsoft Office Suite is desirable.
Skills
Proficiency in procurement policies, processes, and procedures. Knowledge of financial rules and regulations. Strong planning and organizing abilities. Excellent client orientation and communication skills. Ability to research and gather information. Competence in using Microsoft Office Suite, ERP systems (SAP), and e-tendering systems (Ariba) is desirable.
