Organizational Context
The Office for the Coordination of Humanitarian Affairs (OCHA), part of the UN Secretariat, brings together humanitarian actors for coherent emergency responses. OCHA's mission is to mobilize and coordinate principled humanitarian action, advocate for the rights of those in need, and promote preparedness. These three temporary Information Management Officer positions are based in Bunia, Beni, and Butembo in the Democratic Republic of the Congo, reporting to the Head of the Information Management Unit.
Job Purpose
The Information Management Officer will establish and maintain information management working groups, coordinate with government counterparts, and provide training on information management tools. The role involves managing content on web platforms, ensuring data quality, and consolidating operational information for analysis. Key responsibilities include designing and managing databases, analyzing datasets using statistical techniques, and supporting assessment activities. The officer will also develop and maintain spatial datasets, create information products like reports and infographics, and produce advocacy materials. This role is crucial for facilitating effective humanitarian information exchange, promoting data standards, and supporting coordinated response efforts in emergency situations.
Responsibilities
Coordinate humanitarian information exchange by establishing working groups and promoting data standards. Engage with government counterparts to align information activities with national practices. Train OCHA staff and partners on information management tools and platforms, advocating for data standards and open information exchange. Manage web platform content, ensuring quality, currency, and adherence to metadata standards, and facilitate interoperability with external platforms. Design, develop, and manage databases and data tools, ensuring the quality, accuracy, and consistency of humanitarian data. Consolidate operational information for analysis and conduct data analysis using statistical techniques. Support assessment and needs analysis activities, advising on data quality and managing data collection tools. Develop and maintain spatial datasets and a repository of spatial data. Produce information products, including reports, charts, and infographics, and develop advocacy materials.
Work Experience
A minimum of five years of progressive experience in information management, data management, or related fields is required. Experience developing information products for UN agencies or international humanitarian organizations, and proficiency with industry-standard software like Adobe Illustrator and InDesign are also required. Experience in disaster response, health emergencies, the UN system, or the West and Central Africa region is desirable.
Skills
Professionalism, communication, and client orientation. Specific skills include information management in complex emergencies, data collection and analysis, database management, GIS and mapping, data visualization, and proficiency with relevant software.
