Specialized Consultant for Social Work Project Budgeting
Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Its Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro. UN-Habitat Brazil supports local governments in implementing effective urban policies. This role supports the Periferia Viva Program in Santo André, São Paulo, focusing on improving living conditions in precarious settlements.
Job Purpose
This consultancy aims to support the implementation of the Periferia Viva Program in Santo André, São Paulo, by providing specialized expertise in social work project budgeting. The consultant will collaborate closely with UN-Habitat's operational and technical teams to ensure the effective planning and execution of urbanization actions in areas with precarious settlements. The role is crucial for promoting socio-territorial transformation and ensuring the local population's right to adequate housing through comprehensive infrastructure improvements and public space requalification, guided by community participation and transparent processes. The consultant will contribute to the successful delivery of project objectives within a three-month timeframe.
Responsibilities
The consultant will be responsible for preparing detailed budget breakdowns and physical-financial schedules for social work activities, covering pre-construction, construction, and post-construction phases of the urbanization project. This includes aligning planned activities with budget requirements and ensuring compliance with UN-Habitat quality standards and project objectives. The consultant will participate in technical alignment meetings with the project team, maintain an organized information file system, and ensure the adoption of ethical principles, including active listening and respect for diversity. Additionally, the consultant will complete all required training, including the mandatory BSAFE security course, and manage their own security in accordance with UN system guidelines. The role involves ensuring that all project-related information is properly managed, shared, and maintained.
Work Experience
A minimum of six (6) years of experience is required in coordinating social work, technical assistance, or advisory initiatives for slum upgrading plans or projects in Brazil. Previous experience in preparing budgets and physical-financial schedules for Social Work Planning (PTS) within such projects is also mandatory. Experience with the United Nations System is desirable.
Skills
Proficiency in Windows and Microsoft Office Suite (Outlook, Teams), web search engines, and other technological tools and online platforms is required. Mastery of online event and conference tools is desirable. Strong competencies in professionalism, planning, organization, communication (written and verbal), and teamwork are essential. Knowledge of UN-Habitat processes and procedures is also necessary.
