Organizational Context
The United Nations Environment Programme (UNEP), through the Global Alliance for Buildings and Construction (GlobalABC), seeks a national consultant in Cambodia. This role supports the development of green building regulations, focusing on design aspects. The consultant will liaise with government bodies and stakeholders to ensure guidelines are practical and aligned with national sustainable development and climate objectives.
Job Purpose
The purpose of this role is to provide expert technical support and coordination for the development of building design implementation guidelines within Cambodia's green building regulatory framework. The consultant will focus on technical design requirements, standards, and compliance pathways. This work is crucial for facilitating the effective rollout of national green building regulations, ensuring alignment with local priorities and stakeholder needs, and contributing to sustainable development, resource efficiency, and climate commitments in the built environment. The role supports UNEP's mandate as a leading environmental authority.
Responsibilities
Serve as a key technical resource and liaison between GlobalABC, UNEP, and government counterparts on green building design regulations. Support stakeholder coordination and conduct technical reviews of design aspects. Contextualize international best practices in green building design for Cambodia. Develop practical design guidance materials, ensuring they are technically sound and fit for purpose. Provide technical and coordination support to facilitate the effective rollout of Cambodia's green building regulations, aligning with national priorities and local needs. This role complements efforts focused on construction and operation implementation guidelines.
Work Experience
A minimum of five years of professional experience is required, including experience in the buildings and construction sector, climate change, energy efficiency, and/or building operations management. Prior experience or exposure to working with international organizations is desirable.

Technical expertise in building design regulations, stakeholder coordination, technical reviews, contextualization of best practices, development of guidance materials, understanding of Cambodian regulatory and construction landscape, project support, and communication.
