Information Systems Officer
Organizational Context
This position is within the Automated System for Customs Data (ASYCUDA) Programme, part of the Division on Technology and Logistics (DTL) at UNCTAD in Malé, Maldives. The Information Systems Officer will report to the ASYCUDA Regional Coordinator for Asia, contributing to the program's technical support and development efforts.
Job Purpose
The Information Systems Officer will provide crucial technical assistance and support to National Customs Services and National Project Teams within the ASYCUDA Programme. This role involves managing projects from feasibility studies to implementation of moderately complex systems, and participating in the development of intricate systems. Key responsibilities include developing system specifications, translating user requirements into applications, maintaining and upgrading existing systems, troubleshooting issues, and ensuring data security. The officer will also develop training materials, conduct training sessions, and contribute to disaster recovery planning, ensuring the effective operation and enhancement of ASYCUDA systems.
Responsibilities
The Information Systems Officer is responsible for managing projects, including feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. They will develop detailed system specifications and user documentation for ASYCUDA systems. The role involves providing specialized advice, analyzing user requirements, and determining application integration issues. Maintenance, upgrades, and troubleshooting of existing ASYCUDA user systems are key duties, along with providing ongoing user support. The officer will develop and maintain ASYCUDA proprietary programs, ensuring data security and access controls. Responsibilities also include organizing and performing system testing, developing training materials and manuals, conducting staff training, and developing disaster recovery plans. Additionally, the role involves contributing to reports and providing guidance to junior staff.
Work Experience
A minimum of five years of progressive experience in planning, design, development, implementation, and maintenance of computer information systems is required. Relevant experience in customs digitalization, system deployment, development, and support is essential. Experience with complex customs IT systems, training delivery, international environments, and specific programming languages (Java, Linux, Oracle) is desirable.
