The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Its Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil. This role supports a project aimed at strengthening urban resilience in Rio de Janeiro State through civil society engagement in the climate agenda and revision of the State Solid Waste Plan.
Job Purpose
This consultancy aims to support the "Inclusive and Sustainable Rio" project by focusing on social participation and mobilization for the revision of the Rio de Janeiro State Solid Waste Plan (PERS-RJ). The consultant will work collaboratively with UN-Habitat teams to ensure effective engagement of diverse stakeholders, including government agencies, municipalities, civil society, and the private sector. The role is crucial for integrating participatory inputs into the plan's development, strengthening urban resilience, and promoting sustainable urban development aligned with global agendas like the 2030 Agenda and the New Urban Agenda. The consultant will facilitate participatory processes, systematize contributions, and contribute to the overall success of the project in Rio de Janeiro.
Responsibilities
The consultant will be responsible for structuring, operationalizing, and systematizing participatory processes for the PERS-RJ review. Key duties include planning and supporting participatory activities such as workshops, public consultations, and hearings; developing and proposing facilitation and stakeholder engagement methodologies; and supporting the mobilization and engagement of diverse stakeholders. The consultant will also organize and systematize contributions from these activities, support their technical analysis for incorporation into the plan, and prepare technical reports on participatory activities. Maintaining organized records, submitting monthly activity reports, and collaborating with project teams and institutional partners are also essential responsibilities. Field missions and participation in technical meetings are expected.
Work Experience
A minimum of four years of experience in projects, programs, or public policies related to social participation, participatory governance, territorial development, or public policy management in Brazil is required. Experience in designing, organizing, or facilitating participatory processes (workshops, consultations, hearings) and preparing technical reports on these processes is also essential. Experience with solid waste management or urban sustainability projects is required. Experience with international organizations or UN agencies is desirable.
Skills
Ability to plan, conduct, and facilitate participatory processes; systematize and analyze contributions from consultations; strong analytical and technical writing skills; strong organizational and time management skills; ability to work in multidisciplinary teams; proficiency in Microsoft Office Suite and collaboration tools; fluency in Portuguese; working knowledge of English and Spanish is desirable.
