Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development within the UN system. The GEF Chemicals and Green Chemistry Unit manages GEF projects in the Chemicals and Wastes focal area, developing and supervising projects. This role supports the development of the planetGOLD Programme Phase 4 Framework Document.
Job Purpose
This consultancy aims to recruit an international consultant to support the development of the Programme Framework Document (PFD) and associated annexes for planetGOLD Programme Phase 4. The programme will assist participating countries in reducing and eliminating mercury use in artisanal and small-scale gold mining (ASGM). It focuses on formalization, finance access, mercury-free technologies, responsible practices, traceable supply chains, gender integration, and safeguards, contributing to Minamata Convention obligations. The role requires specialized experience in GEF programme preparation and technical knowledge of mercury reduction in ASGM.
Responsibilities
The consultant will draft the planetGOLD Programme Phase 4 Programme Framework Document (PFD). Key duties include coordinating and analyzing input from partners, developing the programme's baseline scenario and identifying barriers to mercury reduction in ASGM. This involves defining the programme's objective, components, outcomes, and activities, and assisting the UNEP Task Manager with project issues like budgeting and implementation. The consultant will also draft the PFD and its annexes, address review comments, and support the development of the Project Preparation Grant (PPG) request, including work planning, budget, stakeholder engagement, and country consultations.
Work Experience
At least 7 years of experience in project or programme management, including international-level preparation, is required. Experience with donor-funded projects and programmes is necessary. Desirable experience includes preparing GEF/UNEP project documents and working on environmental, chemicals, mercury, or ASGM-related programmes.
