Partnerships Officer
Organizational Context
The UN Resident Coordinator Offices (UN RCO), led by an empowered UN Resident Coordinator, support countries in achieving development priorities and SDGs. This role is within the UN RCO in Santo Domingo, Dominican Republic, reporting to the Head of the RCO. The position supports the UNCT's strategic partnerships for SDG achievement, aligning with the UN 2.0 shift.
Job Purpose
The Partnerships Officer provides strategic advice and support to the Resident Coordinator (RC) and the UN Country Team (UNCT) to foster and manage strategic partnerships crucial for achieving the Sustainable Development Goals (SDGs). This involves developing and implementing UN Partnership Strategies, coordinating with diverse stakeholders including civil society and the private sector, and identifying opportunities for collaboration. The role also supports resource mobilization initiatives, manages pooled funds, and contributes to financing for development strategies. Additionally, the officer plays a key role in knowledge management, promoting best practices, and ensuring effective data analysis and reporting to enhance the UNCT's partnership engagement and impact.
Responsibilities
Develop and implement UN Partnership Strategies aligned with the UN Sustainable Development Cooperation Framework. Coordinate UNCT working groups for strategy implementation, monitoring, and assessment. Liaise with UN entities at country, regional, and HQ levels to define partnership value propositions. Serve as a key contact for external stakeholders seeking partnership opportunities. Build relationships with development partners, government, private sector, and civil society. Advise on risks and opportunities in partnerships and conduct due diligence. Support the development and implementation of locally tailored partnerships and serve as a liaison for Global Compact Local Networks. Participate in joint partnership and resource mobilization initiatives, supporting the management of pooled funds for the Cooperation Framework. Develop and implement resource mobilization strategies, analyze funding streams, and support proposal preparation. Advise on corporate policies for resource management and assist in managing the country-based SDG Fund. Promote partnerships to support financing for development, preparing briefing papers and contributing to dialogues. Enhance UNCT engagement and reputation through innovative proposals for SDG financing. Contribute to knowledge management by promoting collaboration, sharing best practices, and maintaining a repository of potential donors. Analyze and present lessons learned from partnership initiatives and monitor successful SDG partnership models. Provide advice on global guidelines and emerging innovative approaches in partnerships and resource mobilization.
Work Experience
A minimum of five years of progressive experience in strategic partnership support, project/programme management, and resource mobilization within development cooperation is required. Experience developing strategic partnerships with UN, government, private sector, or civil society is essential. Experience in designing and implementing partnerships, resource mobilization strategies, and proposal preparation is also required. Experience in inclusion strategies, UN interagency coordination, knowledge management, financing for SDGs, and data analytics is desirable.
