Organizational Context
The International Trade Centre (ITC) is a joint agency of the UN and WTO focused on trade-related technical cooperation in developing countries. The Sector Competitiveness Section (SEC) within ITC develops sector-level expertise for market-driven solutions. This Programme Advisor role sits within SEC and is based in Islamabad, Pakistan.
Job Purpose
The Programme Advisor will provide leadership in the implementation and coordination of the "Making Trade Happen" project component in Pakistan, as well as other SEC initiatives focused on market entry, sector development, and trade development. This involves managing project activities, ensuring successful delivery, and fostering relationships with various stakeholders. The role contributes to sustainable market-driven solutions by analyzing trends, developing policies, and facilitating workshops to support client-driven change and project success.
Responsibilities
Key responsibilities include implementing and evaluating assigned project activities, monitoring progress, and addressing issues. The role involves coordinating and maintaining relationships with government counterparts, development partners, private sector stakeholders, and UN entities, representing projects in meetings. The Programme Advisor will perform consulting assignments, facilitate workshops, and assist in developing action plans. This includes researching and analyzing information, coordinating policy development, designing data collection tools, and preparing written outputs such as reports and publications. The role also involves providing substantive support for meetings, coordinating outreach activities, conducting training, and leading or participating in field missions.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management is required. Additionally, at least five years of experience in trade-related technical assistance in Pakistan is necessary. Experience with UN agencies, international institutions, governments, donors, and sector/value chain development projects in Pakistan is desirable.
Skills
Professionalism, including analytical and evaluative skills for research and problem-solving; strong communication abilities (written and verbal); accountability and commitment to delivering results; client orientation and partnership building; knowledge of theories and concepts relevant to the sector; ability to conduct data collection and analysis; familiarity with various research sources and databases.
