Organizational Context
The UN Secretariat's Resident Coordinator System (RCS) supports countries in achieving development priorities and SDGs, led by empowered UN Resident Coordinators. Following a 2019 reform, the Development Operations Coordination Office (DCO) now exercises oversight of the RCS. A 2026 recalibration aligns the system with UN 2.0 principles, emphasizing data, digital, innovation, and a mission-driven culture. The Partnerships Officer role is situated within the UN RCO in Kingston, Jamaica, covering multiple Caribbean nations.
Job Purpose
The Partnerships Officer provides crucial advice and support to the Resident Coordinator and the UN Country Team (UNCT) to foster strategic partnerships aimed at achieving the Sustainable Development Goals (SDGs). This role is integral to the UN's reform efforts, enhancing the UN Development System's effectiveness at the country level. The officer will assist in developing and implementing partnership strategies, engaging diverse stakeholders including civil society and the private sector, and identifying opportunities for collaboration. Additionally, the position supports resource mobilization initiatives, contributes to financing for development strategies, and promotes knowledge management within the UN system to accelerate SDG achievement. The role operates within the UN Resident Coordinator Office in Kingston, Jamaica, serving a multi-country region.
Responsibilities
The Partnerships Officer is responsible for providing substantive support for strategic planning and coordination of UNCT partnerships with civil society, the private sector, and other entities to advance SDG achievement. This includes advising on and implementing UN Partnership Strategies, liaising with UN entities, and serving as a key contact for external stakeholders. The role involves building strong relationships with development partners, government, private sector, and civil society, and supporting risk assessment for partnerships. The officer will also participate in joint partnership and resource mobilization initiatives, support the management of pooled funds, and assist in developing resource mobilization strategies aligned with Cooperation Framework priorities. Collaboration with RCO economists and finance experts is essential to promote financing for development options. Furthermore, the position contributes to knowledge management by promoting best practices, lessons learned, and innovative approaches in partnerships and resource mobilization across the UN system.
Work Experience
A minimum of five years of progressive experience in strategic partnership support, project/programme management, and resource mobilization within development cooperation is required. Experience developing partnerships with UN, government, private sector, or civil society is essential. Experience in designing and implementing partnerships, resource mobilization strategies, and preparing proposals is also required. Experience with inclusion strategies (gender, youth, disability), UN interagency coordination, knowledge management, financing for SDGs, and data analytics is desirable.
