Organizational Context

The UN Resident Coordinator Offices (UN RCO) support countries in achieving development priorities and SDGs, operating under the UN Secretariat's reform. This role is within the UN RCO in Beirut, Lebanon, reporting to the Head of the RCO. The office is part of a recalibrated system focused on data, digital, innovation, and strategic foresight to accelerate the 2030 Agenda.

Job Purpose

The Data Specialist is responsible for developing and implementing databases, data collection systems, and analytics to optimize statistical efficiency and quality within the UN RCO in Beirut. This involves identifying and analyzing trends, developing reporting and quality control capabilities, and supporting monitoring and evaluation products for UN Sustainable Development Cooperation Frameworks. The role also entails creating data visualizations, reports, and dashboards to aid decision-making, leading data product production, and collaborating with internal and external counterparts. Additionally, the specialist will support statistical capacity-building, stay updated on data analytics trends, identify gaps in national statistical systems, and guide colleagues in data-centric roles.

Responsibilities

Develop and implement databases, data collection systems, and analytics to enhance statistical efficiency and quality. Analyze trends and patterns using statistical methods to identify key variables from various data sources. Implement analysis, reporting, and quality control capabilities, identifying opportunities for process improvement. Support the creation of monitoring, evaluation, and learning (MEL) products for UN Sustainable Development Cooperation Frameworks using approved tools like Power BI. Produce reports, dashboards, and interactive visualizations to communicate findings effectively. Lead the production of data products and draft inputs for various documents. Collaborate with internal and external stakeholders to exchange information and best practices. Support UNCT statistical capacity-building initiatives and broker funding opportunities. Stay current with data analytics trends and best practices. Identify gaps in national statistical systems and propose coordinated UN responses. Conduct robust data analysis for project execution, supervise data-centric colleagues, and oversee specific projects.

Work Experience

A minimum of five years of progressive experience is required, demonstrating the ability to translate business requirements into technical solutions. Required experience includes foundational data manipulation and analysis concepts, data lifecycle management (collection, wrangling, analysis, visualization, deployment, monitoring, reporting), and database management for data extraction, transformation, and loading. Desirable experience includes data storytelling, visualization tools (Tableau, Power BI, Qlik, R), data validation, communicating technical matters, relational databases (SQL), and programming languages (Python, R).
