Anti-corruption Consultant - Research on Artificial Intelligence and Judicial Integrity in Papua New Guinea
Organizational Context
The United Nations Office on Drugs and Crime (UNODC), in partnership with the Papua New Guinea Centre for Judicial Excellence (PNGCJE), is seeking a consultant. This role will conduct research on the opportunities, risks, and implications of emerging artificial intelligence (AI) technologies for the judiciary in Papua New Guinea, contributing to discussions on judicial integrity and digital transformation.
Job Purpose
The purpose of this consultancy is to conduct a comprehensive research study on the current and potential use of Artificial Intelligence (AI) technologies within the Papua New Guinea judicial sector. The consultant will identify opportunities, risks, and capacity-building needs related to AI adoption, focusing on judicial independence, integrity, and digital transformation. The study aims to generate evidence-based recommendations for the responsible and ethical use of AI by judicial officers and institutions, informed by international standards. The outcome will contribute to policy development and safeguard public confidence in the judiciary, culminating in a leadership article for publication.
Responsibilities
Conduct a desk review of international and regional literature, policies, and practices on AI and the judiciary. Develop a research methodology and data collection tools, including surveys and key informant interviews with judicial officers, legal practitioners, academics, technology experts, and government stakeholders. Analyze findings to identify emerging opportunities, risks, and capacity needs. Prepare recommendations for the responsible governance and use of AI within the judiciary. Present preliminary findings to stakeholders and finalize all outputs incorporating feedback. Prepare a leadership article on AI's opportunities and risks in the Papua New Guinea judicial context for publication.
Work Experience
A minimum of ten years of relevant professional experience in legal research, judicial reform, governance, anti-corruption, justice sector development, or digital governance is required. Three years of experience in policy research and drafting analytical reports is necessary. Experience with judicial institutions, ethics frameworks, and emerging technologies/AI governance is required. Experience in the Pacific region is desirable.
