Anti-corruption Consultant - Climate Finance Integrity Assessment Methodology
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) supports Member States in preventing and combating corruption. This consultancy role, based in Suva, will develop and pilot a climate finance integrity assessment methodology, integrating corruption risk assessment, integrity safeguards, and UNCAC preventive measures. The methodology will be piloted in Papua New Guinea and refined into a toolkit for future UNODC programming and technical assistance.
Job Purpose
This consultancy aims to develop and pilot a practical methodology for assessing corruption risks and integrity safeguards within climate finance governance systems. The role will contribute to strengthening the understanding of corruption risks throughout the climate finance cycle, particularly in Papua New Guinea, and provide tools to inform future UNODC technical assistance in the Pacific region. The assignment will focus on assessing national climate finance governance systems and institutional arrangements, ensuring they adequately support transparency, accountability, and inclusion, and are aligned with UNCAC preventive measures.
Responsibilities
The consultant will conduct a landscape review of relevant international frameworks and methodologies for corruption prevention and climate finance governance. This includes assessing existing approaches, their strengths, weaknesses, and applicability to climate finance. The role involves mapping corruption and integrity risks across the climate finance cycle in Papua New Guinea, identifying key actors and safeguards. A core responsibility is developing a practical methodology for assessing these risks, including assessment domains, indicators, and reporting formats, drawing on UNCAC provisions. The consultant will also pilot this methodology in Papua New Guinea through documentary review and stakeholder consultations, and finally, refine the methodology into a toolkit with implementation guidance and recommendations for future application and adaptation.
Work Experience
A minimum of ten years of relevant professional experience in governance, accountability, integrity, or anti-corruption programming is required. This includes at least three years of experience with governance diagnostics, assessment methodologies, or institutional reviews. Experience in developing practical tools or guidance, and familiarity with anti-corruption and integrity frameworks are also required. Experience in the Pacific region is desirable.
