Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC) is seeking a consultant to diagnose and analyze the coffee value chain in Veracruz, Mexico. This consultancy supports ECLAC's work plan and responds to a government request for assistance, aiming to identify constraints and strengthen the chain for improved resilience and territorial development.
Job Purpose
The purpose of this consultancy is to conduct a technical diagnosis and analysis of the coffee value chain in Veracruz, Mexico. This will involve understanding its functioning, mapping key actors, and analyzing productive, technological, and economic characteristics. The diagnosis will identify challenges hindering the chain's performance and development, providing crucial technical input for subsequent phases, including the development of an action plan focused on climate change resilience, enhanced productive capacities, and territorial development. The work will integrate gender, environmental sustainability, and territorial development perspectives, following ECLAC's value chain strengthening methodology.
Responsibilities
The consultant will be responsible for collecting and analyzing information through literature review and identifying relevant existing studies. Key activities include mapping key actors in the coffee value chain in Veracruz and Mexico, coordinating with government authorities and other stakeholders for interviews, and developing a diagnostic plan with data collection instruments. The consultant will prepare a field data report and a comprehensive diagnostic report. This report will detail the value chain mapping, identify main links and actors, and analyze six key levels: international/national context, economic aspects (including international trade), markets and technological knowledge, governance, support organizations, and the environment. The analysis will incorporate gender perspectives, climate change, financing, and bioeconomy, concluding with the identification of systemic and link-specific constraints.
Work Experience
Required: At least 7 years of experience in economic development, productive development, rural development, or related areas. Desirable: Experience in coffee value chains and knowledge of actors and institutions within Mexico's value chain.
