Technology Needs Specialist Consultant - PAF Paraguay
Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. The NDC Act & Invest Initiative, funded by the Partnership Action Fund (PAF), helps countries translate their Nationally Determined Contributions (NDCs) into actionable plans. This role supports Paraguay's NDC 3.0 implementation by focusing on agricultural, forestry, and other land use (AFOLU) technology needs.
Job Purpose
This consultancy aims to provide specialized technical support for identifying and prioritizing AFOLU technology needs in Paraguay, aligning with NDC 3.0 and the UNFCCC TNA approach. The role involves assessing technologies, gaps, barriers, and capacity needs through analysis and stakeholder engagement. The ultimate goal is to develop a Technology Action Plan (TAP) with priority actions, institutional arrangements, and financing opportunities. This will strengthen Paraguay's capacity to implement its climate commitments, supporting both mitigation and adaptation efforts and mobilizing resources for priority technologies.
Responsibilities
Develop a comprehensive work plan with timelines and risk mitigation strategies. Conduct a thorough review and diagnostic of the existing Technology Needs Plan, identifying gaps and priority technology needs for mitigation and adaptation. Develop a methodological approach for updating the plan, ensuring alignment with Paraguay's NDC 3.0. Identify and assess relevant technological solutions with high mitigation and adaptation potential. Plan and support stakeholder consultations and workshops, collecting and integrating inputs into the revised plan. Draft, validate, and finalize the updated Technology Needs Plan, ensuring technical quality and consistency. Coordinate closely with Mitigation and Adaptation Specialist Consultants and national stakeholders.
Work Experience
A minimum of seven years of relevant work experience in environmental management is required. Four years of experience in planning, implementing, or monitoring climate change initiatives, policies, or programs in Paraguay, or related to NDCs, is desirable. Experience with public institutions in Paraguay on climate change planning and integrating gender considerations is also advantageous.
