The Office for the Coordination of Humanitarian Affairs (OCHA) is part of the UN Secretariat, responsible for coordinating humanitarian actors to ensure coherent responses to emergencies. Job Purpose
The Finance Officer / Pooled Fund Manager is responsible for verifying Implementing Partners' (IP) financial documentation, ensuring compliance with UN Financial Regulations and Rules (UNFRR) and Pooled Funds guidelines. This includes reviewing grant agreements, budgets, and financial reports, advising on budget amendments, and initiating disbursements. The role involves conducting financial spot-checks, overseeing audits, and managing cash flows to ensure the efficient and compliant operation of the fund. The incumbent will also provide financial analysis for reporting and support fund allocation decisions, contributing to effective humanitarian response in South Sudan.
Responsibilities
Key responsibilities include verifying Implementing Partner (IP) financial documentation and ensuring compliance with UN Financial Regulations and Rules (UNFRR) and Country-Based Pooled Funds (CBPF) guidelines. This involves reviewing grant agreements, budgets, and financial reports, and advising on budget amendments or extensions. The role requires initiating and tracking disbursements and reimbursements, conducting financial spot-checks, and overseeing the audit process, including managing external auditors and following up on audit findings. Additionally, the Finance Officer will maintain fund cash flows, provide financial analysis for reporting and allocations, support annual report preparation, ensure timely donor reporting, and liaise with OCHA sections. Maintaining up-to-date knowledge of relevant policies and procedures is also essential.
Work Experience
A minimum of five years of progressive experience in finance, administration, budget, or business administration is required. Experience in a humanitarian field, particularly in emergency situations or within the UN system, is desirable. Specific experience with Country-Based Pooled Funds (CBPF) and in the Eastern and Southern Africa region is also desirable.

Professionalism, teamwork, and accountability. Ability to identify and resolve issues, conduct research and analysis, and work under pressure. Strong understanding of humanitarian aid and financial regulations. Experience with electronic research sources and maintaining professional competence and integrity.
