National Consultant on Protection from Sexual Exploitation, Abuse and Harassment (PSEAH)
Organizational Context
The UN Secretariat's Resident Coordinator System in Viet Nam seeks a consultant to strengthen collective Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) arrangements. This role supports the Working Group on Sexual Misconduct Prevention, ensuring accountability for PSEAH commitments and enhancing prevention, reporting, referral, and coordination mechanisms.
Job Purpose
The purpose of this consultancy is to provide technical expertise to enhance the UN's collective PSEAH framework in Viet Nam. The consultant will advise senior leadership, facilitate an inter-agency working group, conduct risk assessments, and develop inter-agency complaint referral mechanisms. Key contributions include strengthening the in-country PSEAH strategy, establishing Standard Operating Procedures (SOPs) for referrals, and designing training for personnel on intake and referral of SEA complaints. The role aims to ensure the UN remains accountable for its PSEAH obligations and improves response mechanisms for affected populations, aligning with UN policies and best practices.
Responsibilities
The consultant will strengthen the in-country PSEAH framework by advising senior leadership on strategy development and implementation, ensuring accountability. They will facilitate the inter-agency Sexual Misconduct Working Group, convene meetings, and conduct joint PSEAH risk assessments. Additionally, the consultant will develop and strengthen inter-agency complaint referral mechanisms, reviewing existing arrangements and recommending improvements for a Community-Based Complaints Mechanism (CBCM). This includes drafting SOPs for inter-agency referrals, adapted to the local context. The role also involves designing and facilitating inter-agency training on good practices for complaint intake and referral for relevant personnel and stakeholders, and promoting awareness of reporting mechanisms. Finally, the consultant will provide technical guidance on allegation referral and survivor assistance, advising on appropriate referrals and follow-up.
Work Experience
A minimum of 5 years of relevant professional experience is required with an advanced degree, or 7 years with a Bachelor's degree. Experience in gender equality, gender-based violence, and PSEAH, particularly accountability, is highly desirable. Field experience in humanitarian or development settings, familiarity with administrative investigation procedures, and knowledge of the UN system are advantageous.
