Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, seeks an expert to analyze the use of revenues from carbon pricing instruments for climate finance in Latin America and the Caribbean. This role supports the Climate Change Unit by providing technical analysis and policy recommendations.
Job Purpose
The purpose of this consultancy is to conduct a comprehensive technical analysis of international debates surrounding the use of revenues generated from carbon pricing instruments. The role involves systematizing international experiences, developing a typology of revenue use options, and analyzing their applicability within the fiscal, institutional, and climate contexts of Latin American and Caribbean countries. The ultimate goal is to provide policy recommendations that strengthen the use of these revenues for climate finance, just transition, and meeting Nationally Determined Contributions, while also facilitating knowledge exchange across the region.
Responsibilities
The consultant will advise ECLAC's Climate Change Economics Unit on carbon pricing instruments and revenue utilization. Key responsibilities include: conducting a literature review on carbon pricing concepts, revenue recycling, and evaluation criteria; systematizing international case studies of revenue use, covering mitigation, adaptation, green funds, direct transfers, and public investment; developing a typology of revenue use options with associated policy objectives, advantages, and risks; analyzing the relevance of international experiences for Latin America and the Caribbean, considering regional fiscal, institutional, and climate challenges; formulating policy recommendations for designing revenue use strategies, including institutional options, transparency mechanisms, and links to national climate plans; and preparing communication materials to disseminate findings.
Work Experience
A minimum of four years of professional experience is required in areas such as climate change, green fiscal policy, carbon pricing, carbon markets, climate finance, or sustainable development. Experience in analyzing carbon pricing instruments, evaluating climate-related fiscal and budgetary policies, designing climate finance mechanisms, and working with governments or international organizations in Latin America and the Caribbean is advantageous.
Skills
Expertise in carbon pricing instruments (carbon taxes, emissions trading systems, offsets, carbon markets); knowledge of fiscal revenues from environmental/climate instruments; understanding of green fiscal policy and climate finance; experience in analyzing carbon pricing instruments; evaluating climate-related fiscal and budgetary policies; designing/analyzing climate finance mechanisms; working with governments and international organizations in Latin America and the Caribbean.
