Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, seeks a consultant to analyze the integration of Nature-based Solutions (NbS) with carbon markets under Article 6 of the Paris Agreement. This role supports regional efforts in climate finance and sustainable development.
Job Purpose
The purpose of this consultancy is to provide a technical diagnosis on the advancement, opportunities, and challenges of linking Nature-based Solutions (NbS) with carbon markets under Article 6 of the Paris Agreement in Latin America and the Caribbean. The role will identify NbS types with mitigation potential and access to climate finance, considering environmental integrity and sustainable development. It will analyze enabling conditions, barriers, and risks, and formulate policy recommendations to support countries in designing and implementing compliant NbS initiatives. The consultancy aims to strengthen regional dialogue on carbon markets, climate finance, biodiversity, and NbS.
Responsibilities
The consultant will advise ECLAC's Climate Change Economy Unit on carbon markets, Article 6 of the Paris Agreement, and NbS. Key responsibilities include: conducting a literature review on relevant concepts and international advancements; analyzing NbS potential for emission reductions in Latin America and the Caribbean; examining enabling conditions and barriers for NbS participation in Article 6 markets; reviewing international and regional experiences and best practices; assessing risks, safeguards, and integrity of NbS in carbon markets; and formulating policy and technical recommendations for NbS implementation. The consultant will also coordinate with the supervisor, present progress, and prepare a final executive summary.
Work Experience
A minimum of five years of professional experience in climate change, carbon pricing instruments, carbon markets, climate finance, environmental policy, or sustainable development is required. Experience in designing, analyzing, or evaluating market instruments for climate change mitigation, implementing or analyzing Article 6 of the Paris Agreement, voluntary carbon markets, REDD+, offset mechanisms, or MRV systems is necessary. Experience with NbS design, evaluation, or implementation is an advantage.
Skills
Expertise in Article 6 of the Paris Agreement, carbon markets, Nature-based Solutions (NbS), climate change mitigation and adaptation, environmental and social safeguards, and climate finance. Strong analytical, research, and policy formulation skills. Fluency in Spanish and knowledge of English are required.
